Oakland Airport Connector, Oakland, CA
The Oakland Airport Connector (OAC) is a high-tech, environmentally friendly 3.2-mile elevated automated people mover connection between the Coliseum BART Station and Oakland International Airport. The OAC would replace the current AirBART bus connection, which is subjected to traffic gridlock. The project delivery system utilizes a Design/Build/Operate/Maintain (DBOM) approach with a value of $361M. The contract consists of two broad components: the OAC Design-Build contract and OAC Operation and Maintenance contract. The system will use cable-pulled vehicles for approximately three miles of mostly elevated guideway structure with underground and at-grade segments near the Oakland Airport. The project requires extensive utility rearrangement, two stations – with provisions for a third, and a Maintenance & Support Facility.
The project crosses several jurisdictions including Southern Pacific Railroad Company, Caltrans, City of Oakland, Port of Oakland, FTA, and City of Alameda. CPM provides construction management oversight services on this project, including provision of the Construction Oversight Manager and Oversight Inspection Manager for long term services and supports. The two CPM managers oversee the entire construction management group for long term services and supports, including Office Engineer, inspection team, project controls staff (scheduler and estimators) and document control support.
