Experience Summary
Ismael Pugeda has twenty-eight years of experience in construction, which led to management responsibilities in cost/schedule development and analysis, cost control, field engineering, and contract administration.  His experience includes program and construction management assignments during design and construction of buildings, industrial facilities, rail transit and water/wastewater treatment plants.

At CPM, he is responsible for general management, finance and marketing.

This program involves addressing earthquake safety risks and renovating deteriorating parks and playgrounds of the San Francisco park system.  RPD projects include the renovation of recreation centers, gymnasiums, pools, playgrounds, and other facilities.  Additionally, many of the projects require United States Green Building Council’s (USGBC) LEED Silver certification.  As CPM/ECS JV Project Manager, Ismael is responsible for contractual agreements, staffing, project oversight, quality control, issue resolution, and client satisfaction.  Currently, the JV provides estimating and scheduling services on a few projects in this program such as the $2.2M Cabrillo Playground and Clubhouse Renovation and the $819K Rossi Playground Restroom Renovation.

Ismael manages CPM’s construction management assignments by working directly with staff in successfully executing their project tasks.   He represents the company when responding to clients concerning contractual issues, scope definition and execution of the consultant’s role.  He provides guidance and offers solutions to problems confronting the construction management team.  Ismael is the CPM Project Manager for several projects including BART to San Jose, Freeport Water Treatment Improvement Project, and Sacramento Regional County Sanitation District among others.  His strength is in providing guidance and direction to the project team to ensure that design, schedule and budgetary requirements are met.  He assists the project team in claims mitigation, conflict resolution and change order negotiations.  His scheduling background is solid in the fundamentals and strong in the aspects of its application.  He provides time extension evaluations to several clients including the City of San Francisco and County of Sacramento.

For this project, Ismael provided scheduling services, claims avoidance and mitigation.  In addition, he acted as construction advisor to the client construction manager regarding entitlement on alleged changed conditions and negotiation and resolution of construction issues.  This project includes construction of a new laboratory to which the existing laboratory was relocated.  It required controlled temperature rooms utilizing several 15 to 75 for AC units.  Phase 1 portion of the work consists of a new laboratory building, and a new Operations-Engineering office building approximately 55,800 sq. ft.; and an existing office space remodel, and a remodel of existing maintenance space approximately 40,100 sq. ft.  The security access system installed under Phase 0 will integrate with this phase of the Facilities Expansion Project.

As Project Manager, he had direct responsibility towards the client’s needs including consultant staffing, team performance and contract evaluation issues.  This contract was for staff augmentation for capital improvement projects through 2004 on projects such as bus maintenance facilities, LRV retrofit and LRT system upgrade.

Embarcadero Center Tenant Improvements ($5M)

As Project Manager, he coordinated the design efforts to ensure that client concerns were addressed by the architect for work on 10,000 square feet of office space.  Responsibilities included overall project oversight, team guidance, and approval of progress payments.  Project involved hazardous materials abatement and tenant improvements on the 4th floor of an occupied six-story building.
