Established in 1993 as Cooper Pugeda Management and rebranded in 2019 as CPM Associates, Inc., the CPM team provides unparalleled Construction Management and Program Management-related services to our public clients throughout Northern California. CPM employs over 50 construction professionals including project managers, construction managers, project controls professionals, resident engineers, superintendents, inspectors, schedulers, estimators, and claims analysts. Members of our team hold licenses and certifications including  PE, ICC, LEED, NICET, and OSHPD. Our staff has the experience, expertise and capability to successfully execute challenging projects, monitor project safety, control costs, and keep the project on schedule.

Ismael Pugeda, PE
Ismael Pugeda, PECEO
Ismael Pugeda is the co-founder and CEO of CPM. As a working principal, Ismael has over 30 years of hands-on experience in project and construction management, with a particular focus on budget and schedule development and analysis, cost control, field engineering, and contract administration. He has an MBA from San Francisco State University and a BS in Industrial Engineering from the University of the Philippines.
Jeff Cooper, Esq
Jeff Cooper, EsqCOO
Jeffrey Cooper is the co-founder and COO of CPM. He has a diverse construction management background in heavy civil, aviation, water, wastewater, industrial, hospital, and transportation projects and is an expert in project controls, CPM scheduling, and claims avoidance. Jeff has a Juris Doctorate from San Francisco Law School and a B.S. in Engineering and Industrial Technology from California State University, Long Beach.

Cameryn Erickson, MBA is CPM’s CFO. Cameryn has performed as Project Controls Manager for the $1.4 Billion Harvey Milk Terminal 1 Center Renovation Project at SFO. She obtained an MBA from the UCLA Anderson School of Management with an emphasis in Real Estate and Construction and a B.A. from the University of California, Berkeley.
Rafael Bolon, PE
Rafael Bolon, PEVice President
Rafael Bolon is the leader of CPM’s transportation division. He has a wealth of experience in project and construction management as well as structural design. He has performed the roles of project manager, resident engineer and structural designer on various large and complex public projects including grade separation projects for Caltrain, freeway improvement projects, and the construction of the marine piers for the main span of the New San Francisco-Oakland Bay Bridge. Rafael received his B.S. in Civil Engineering from Carleton University.
Wendy Glassett

Wendy Glassett is Vice President for CPM, overseeing corporate office operations, contract administration and marketing. She has over 15 years of experience managing operations in the construction industry and beyond. Wendy has hands-on construction experience beginning with summers spent building houses with her dad in her youth. She obtained her B.A. in Economics from California State University, Stanislaus.
Steve Miskowicz, PE
Steve Miskowicz, PE Project Manager
Steve Miskowicz is a Project Manager for CPM, with over 20 years of experience providing CM services in a variety of disciplines, including heavy highway, municipal, institutional, critical infrastructure and industrial. Steve received a BS in Civil Engineering from Valparaiso University and a BS in Ecology and Evolution from Purdue University.
Rodrigo Macaraeg, PE
Rodrigo Macaraeg, PE Project Manager
Rodrigo Macaraeg is a Project Manager overseeing South Bay projects for CPM. He has over 30 years of experience managing public works, capital improvement, and development projects. Rod is a qualified engineer and a talented mentor to the CPM team. He has a BS in Sanitary Engineering from National University and a BS in Civil Engineering from Far Eastern University.
